   The best way to water proof is having no basement. Brad Pitt and his group built "safe new homes with no basement" and no street level first floor thru his "Make it right Foundation" after Hurricane Katrina devastated New Orleans. Look it up: Wikipedia- Brad Pitt or Google it.

   By the way, many people are trapped in basements during flash floods and unfortunately drown!...because there is no escape for them.

   Avoid "flash floods areas" at all costs. If it happens in your town/city, relocate immediately...come back after the water reaches normal levels. Believe me...it is not worth it staying while that water rushes thru...because you are risking your life. I have been in that situation, that is what I did. And I survive!
