FC lists this as a FREE offer requiring no money, and apparently it is not-there is a fee for using the card.  So watch out. 

Technically it is a FREE offer. It doesn't cost anything to sign up for the card & to receive it. It's your choice whether you decide to use the card!

But Shana is right, if you actually want to use the card, it charges fees.

you don't need to use the card to get credit

it may be a good card but my favorite by far is "netspend"  no monthly fees if you don't use it

plus you can get around the "upload fees" by using your bank account to fund it. i am working on connecting my paypal to it so to add funds but haven't figured it out yet.

to attacht a pre-paid creditcard, use your bank accounts "external accounts" feature. usually it is a process because there is some legislation involved to avoid internet gambling, money laundering etc. but once you get it set up it is awesome. no monthly fees and no upload fees
