You can cash out anytime after your have reached $25.  I usually make sure I have a bit more that $25, just in case something gets revoked.

You can cash out any time you have at least $25 in your account, It is recommended that you have a little over $25 just in case an offer reward is revoked and drops you below the $25 minimum. Note that you will receive your payment around the 20th of the following month.

If you have enough in your account to cash out, today is the last day of the month.  If you want to get paid on or before July 20, you have to cash out today / tonight.
