It probably depends on the situation. Personally, the store has their own security. It's not my business to do their job for them.

I would go to the Service Desk and tell them on my way out.

I would ignore what I am seeing especially if it is a parent with kids.

It depends on the situation, if it's from someone else, then I'd definitely alert the other person, but I'd have to take my own security into account. If it's from a store, I'd alert them when it was safe to do so (and probably try to get a license plate number).
