I would make sure that you have more than $25 before cashing out anyway. You never know if an offer will get denied (for any reason).

It is always best to wait until you reach $30 to cash out.  I cashed out one time when my amount was about $27.00.  I felt safe but a payment of over $3 was revoked and my cashout denied.  I was below the $25.00.  The money did go back in my account and I cashed out the following month for over $40.00.
