i have looked over the rules to make sure i followed them right regarding referrals and wanted to run it by you to ensure that I can't get in trouble from this:

You're allowed to advertise, just not spam.
So provided you don't start using mass email software to drive people to your blog, you should be fine.

You should be perfectly fine!  They provide the banners for a reason - to advertise!!!  It's not like you're creating a bunch of fake emails on fake IPs to create fake accounts, so good luck to ya!
