This banner is a png, so it changes as the number of offer he does changes.....and it looks like it changed from 6999 to 7000 since you posted.  Thus, proving this is not photoshop.  $10,000 is very difficult but it's not impossible.
Also, for more proof, I found his forum profile here on fusioncash.

Not exactly true, png format isent a special format only fusion cash uses for there banners lots of my banners from different programs are saved in PNG format, even ones that don't update stats.  A simple goggle search on PNG image format will explain what png files are and why they are used.  There are also dozens of image hosting sites that will host PNG images.  Where this guy could very simply be updating this fake banner several times a day to trick new referrals into thinking their going to make that kind of cash that easily.
