apple app store rules?

have you ever noticed that apples rules about what apps are allowed on the app store seem somewhat messed up? I mean, they let people make and sell violent video games (that potentially could mess with your brain... but that's for a different topic) but don't let people make simple tools such as a screen recorder or game modding tools?
