How does fusion cash website determine if you are a newbie, jr member, full member etc? I've seen this on the forum under my name and wondered what the guidelines were.

It's determined by your number of posts no more no less

It is determined by the amount of posts you do.  I started out as a newbie, and now I am a Senior Member.   The more posts you do, the more you climb up the ladder.
