Can't answer that.  I have always had excessively oily skin.  It's good in one way and bad in another.   :peace:

I make my own with raw unrefined Shea butter, unrefined coconut oil and grape seed oil. Or I use Everyday Coconut super hydrating lotion. Occasionally I use Shea Moisture raw Shea butter lotion (find that at most drug stores)
I have naturally dry skin.

i use Dial lotion.  its fairly new i think, at least i've only recently found out about it.  it goes on, dries very quickly without leaving a greasy feel to your skin

Jergens is the best for me. Neutrogena moisturizer for your face.

What's the best lotion you have used for dry, flakey skin? ::) ???

I like Jergens Ultra Healing, or as a few others mentioned, cocoa butter.

My son gets really bad eczema and dry skin and I've found that the very best cream which prevents it is Aveeno Baby Soothing Relief Moisture Cream. I also do a lot of washing up so afterwards I apply some to my own hands and it seems to  keep my hands feeling supple and moisturized until I wash my hands again. If I apply some to my sons skin even just once, for the next few days his skin is softer and suppler although it is even better if you keep applying it every day.

I am also glad to see all of these suggestions as I've never been sure what to use.  I'm still not sure but I seem to have a lot of choices.  Now all I need is enough money to buy a few of them.
