This question may come off as being odd, but do you have McAfee protecting your computer?  When I had that problem, it was because I had McAfee.  Since I no longer use McAfee, I have less occurrences.  ??? ??? ???

I have said it many times and most people either don't believe me, or feel less than adequate enough to carry it off, but the answer to a lot of these quirky problems is get a USB memory stick and install a bootable copy of Browser Linux on it. Then whenever you want to do anything online use that instead of booting Windows. I started that way (only it was a CD at that time) and no longer worry about Windows being a garbage collector.

What I ended up doing is loading Linux on an older retired computer I had and I use that just for the Internet.

I usually just restart my browser to fix it or refresh the page.  It happens a lot lately though.
