Yes, you have to have $15 in offers that you did personally.  So you have to have a total of $25 consisting of offers, bonuses, referral commissions, etc.  So right now I have about $29 in earnings, but only about $7 of that is offers that I did.  Fusion Cash wants to encourage members to be active in lots of different ways, so that includes not only telling others about the site, but actually using it yourself.
