I was confused about this at first too, but it is 25 dollars. 15 of that has to be offers, but not to worry, because most bonuses are not going to get you to 25 dollars very fast.If you look at your account page where your balance is, it will tell you how much money you have accumulated total and how much of that is offers. The $15.00 cash out is new to me, I hadn't heard that one before.  I know you can cash out at $25.00 or more.

I always cash out at the end of the month as long as I have the minimum $15 in offers and $25 total.

$25 is the amount I cash out at...and I cash out about every other month.

The minimum is 25 all together and you have to have 15 in actual offers
