I did read so many rude comments about just asking for prayers before a surgery. Tha is so NOT right. I did think FC had a Rules of Conduct when posting on the forum. ... and there are laws against hate crimes.

The FC posting rules and TOS do not include provision for unopposed religious evangelizing, nor is such textual opposition a "hate crime".
Some people live inside there computer and that is the only life they have. For some, this is their only reality!
If you are being self-referential, that's fine. If you are deriding anyone else with such a remark without substantive evidence to support the remark, you're 'flaming', (hypocritically, in this context).
I do know that many of our home-grown terrorists use the social media to vent and announce their bad intentions. Why this is a growing trend, I don't have answers for, but it is a scary thought.
If you are insinuating some specious connection between textually-opposing xtian 'terrorists', (thoseimplicitly or, explicitly), advocating unopposed evangelical proselytization and islamic terrorists, you're irrational.
FC does have Rules of Conduct, however, ones discriminating (yes and sadly, on both sides) are not going to be reprimanded for it. The only thing ones are told to do, basically, is to put the offending person/s on Ignore.
That's because opposing superstitious religious beliefs isn't discrimination, (even if some xtian pseudo-martyrs try to mis-label it so in ongoing attempts to have xtian evangelizing/proselytizing go unopposed).
The Golden Rule is well intention-ed, but not when there is constant "bullying" ...
Posting in opposition to superstitious religious beliefs isn't "bullying" because it contains no physical threats or intimidations; falsely characterizing textual opposing points of view as "bullying", (sans actual evidence of, not 'opinions' of such), constitutes misrepresenting the truth.
And I'm not speaking of debating/discussing/sparking/enter at own risk - I'm speaking of more of the Off Topic threads, like you mentioned, that ask for prayer, offer Bible verses and inspiration, and offer inspiring quotes.
The Off Topic forum isn't a 'protective reserve' for unopposed religious evangelizing. It's a forum for subjects unrelated to FC and includes a subforum particularly for
religious, political or other contentious subjects, (the Debate & Discuss subforum). Posting religious subject matter in Off Topic, rather than in D&D in order to 'escape' opposing viewpoints is neither the purpose of Off Topic nor, an FC provision to provide a forum for unopposing religious proclamations.
That's a shame when one is asking for prayer, that they are bashed for asking for it...
Viewpoints which oppose such 'magical intercessory rituals' on a rational basis do not constitute "bashing". That's yet another inherently-biased 'opinion' of religious adherents who are not 'owed' unopposed evangelizing/proselytizing which "prayer" constitutes in content.
