when you read someone's post and you want to reply to them just click on reply on the top right corner of the box options. Also, you can click on "quote" on the right next to their comments.

If you want to PM somebody, I believe they're disabled due to spam (I could be wrong here).

The site is legit, check out the "I got paid" thread on these forums.  Look at the account balances in peoples signatures on the forum.  Alternatively, if you're still extremely skeptical, I wouldn't mind talking to you outside of the forums by email or AIM.  I've been doing these kinds of sites for a couple years now and can show you payment after payment if that's the proof you want.
