It seems like Cheap Flights is gone again.. Well, for me anyway, I was scrolling and noticed that its missing again

you have to check for it in the morning. I usually do it before work, but sometimes i miss a day because you have to wait 24 hours since your last credit. It has been there every morning for a few weeks for me, but if i wait till evening--it's always gone. It must go after a certain number of people have completed it. So, if you only check at night, you wouldn't even now it was there. Hope this helps

I have been able to benefit from the offer a few times this month, but I do not know if this is due to the fact I'm predominantly able to only participate on Fusioncash evening that I'm unable to see the offer most of the time. I wonder if there is a cutoff period or maybe most days the offer just isn't available.

There's a daily quota.  Resets at midnight PST.  You're correct that by evening the quota is typically filled and thus the offer disappears.  It usually lasts a bit longer on weekends but the best way to get your opportunity is to wake up early (or stay up until Midnight PST).
