We used to do this a little bit, but it causes more headache in the end because 20 people end up reporting the same thing, and we can't pay them all for the same report.  FusionCash still has to pay to handle the the 19 tickets after the first report.  If an offer's broken, someone usually reports it quickly anyway, plus it is flagged in the system automatically.
