A request made out of sarcasm, not being a believer, and not understanding God's "answers" of letting it happen or not - since He sees the bigger picture of what we need and whether or not it would help us or hinder us, won't have much hope of being answered.  He first hears a sinner's prayer of repentance and acceptance.  In the extreme chance of it happening to a request that is sarcastic of a nonbeliever, then it wouldn't be long until that person could or would become a believer.

You're assuming siggy's request was sarcastic but, don't know this conclusively.  It could very well be however, it's also a test of evidence which either fails or succeeds, sans predicted excuses. An allegedly "omnipotent" egregore should be able to provide the funds and fulfill the evidentiary test.  If the supernatural entity cannot do so, it is either unable or unwilling.  If unable, its not omnipotent.  If unwilling, (as you suggest by imputing a "bigger picture" judgement call), then this is the same cop-out self-proclaimed human "magicians" give when unable to perform.
