You mean you could not find a basic phone for less than $200?  You aren't looking very hard or far.  They are out there.  Do your  research online and you will find plenty of them.

forgot to mention, there are also govt assisted cell phones now, that can give you up to 250 minutes a month free...in addition to the free phone.  one of them is called Assurance, you can look it up online to see if you qualify.  normally you will if you have ssi disability, foodstamps, medicaid and the such.
