Hmmmmmm, 7 and 3?  I don't think it's appropriate, but  like many has mentioned before, depends on the children.

It's not a problem.  My little ones loved to take a bath together.  They'll let you know when they don't want to anymore.

Children do not know shame until we teach them.  Let them enjoy their innocence while they can.  Trying to hide parts of their bodies will just confuse them and make them think there's something wrong with their own, or each other's, bodies.  You have the opportunity to give them healthy body images.  They'll be better adjusted adults if you do.

My kids are 3 1/2 (boy) and 2 (girl) and they love to take baths together. They have tons of fun in there and when you want to get bedtime done quick, this is the way to go! I see nothing wrong with them being in there together. They are definitely way too young to know.

Kiddos don't even notice these types of things.  I have 3 boys and they love to play together in the tub.  They are thinking more about how to make toys drown and make splashes than each other's bodies.  My 3 year old still thinks mom is the same as the boys.  Harmless, innocent, and at that age fun, just like being at the pool.  Let them play!
