Swimming Suits Verses Under garments

:notworthy:My spouse is always saying, "why is it so wrong for women to walk up and down the streets in their under garments."  But it's okay for them to walk all around  at the beach with their bikini bathing suits which are designed just like their under garments, eccept they are made with different material. He also said, now some the young women performers today are walking around on stage in what looks like their bras and panties calling them their costumes.
