You can't cash out here until you have accumulated twenty five dollars minimum...and at least fifteen of that must be in offers, not bonuses.  Once you have achieve the 25 minimum, you can click the cashout button...cashouts are generally done of the 20th of the month.  You need to select the paypal option if that's what you want and make sure you have a paypal account.
But sorry, five bucks is not enough .......have you read the rules here?

in order to cash out you need to accumulate at least 20 more dollars somehow in offers & bonuses. its a pretty big rule thats posted all over the site :] or else... wouldnt everybody just come and sign up for FC, get their 5 bucks, and say hasta la vista? fusion cash doesnt exist to get robbed blind, im sure
