Fire Department rules "by the book"

The Fire Department came to check our building yesterday.
We have a number of elderly with walkers living here.
They said the maintenance has to put spring on most of the doors.
Now, activity rooms are not accessible.
A person with a walker has to seek out a person without one to help open the door(s).
The wait staff have to carry the trays AND open the kitchen door because it has a spring on it.

Another case of the more rules that are enforced unintended consequences happen and the people are worse off.
