There is. You must reach $25 to cash out and at least $15 of this must come from offers. The remaining $10 can come from offers or bonuses. Since referrals only give you bonuses, referral money doesn't count toward your $15 but it does pad your income when you are ready to cash out!

The other way around, $15 in offers & the other $10 can come from referrals etc.

From the FAQs under Links on your Toolbar:

The minimum balance for cashing out is $25. At least $15 of your balance must come from completed offers.

That means every time you cash out, yes.
