No, I don't believe it should.  I do not want half of the Americans out there demotivated and sleepified by recreational drugs while doing work or driving cars.  Especially since weed stays in your system for several days, a high person can't become sober before he takes his next hit.  I have been around many high people (at my University) and I don't need any more of those people in our society.
