Only one account per household/IP address.  And you really don't want to chance trying to having another one - both accounts will end up closed!

I think that means that users with seperate accounts and different IP addys may not share a single paypal account.   Just say you have friends who also are on FC, but do not have a paypal account....they are not allowed to send their earnings into your account.  That is how I see it. Hope that helps

Yeah only one account unless he has a different ISP or something like that. I think it is mostly because of the referrel credit they want to make sure people aren't just setting up accounts to get credit for new referrels.
