This is a great idea, but it will create a little more work for the admins. 1) to select which vote to feature 2) to give payments (not so much time consuming since it would be one person)

If a voting section could be set up for members to vote on which quote they think should be featured, that would make it easier for everyone. ( I think)

They could keep them all and use them, giving credit to the member who submitted it and giving them a bonus for using their quote. They could get lots of them and it would make their lives easier if they don't have to come up with quotes for awhile.
I like the idea of members voting on them but that also creates more work, adding up the votes, etc.

Yes. About the counting of the votes, they could have a poll or something where you just click thumbs up on the quotes you like and it will automatically register and showing the ones with the highest votes. But again, the quotes are for the members, if the members themselves are voting for which quotes they get, that means they've already seen them, and then it makes little sense when you receive it in the daily emails.
