Quick question about Puerto Rico

Hi! I have a quick question about membership eligibility. I got this comment from someone on a traffic exchange:

Puerto rico is an unincorporated territory of the United States and its not eligible... grr I pay US tax...

It kind of struck a chord with me. Why aren't they eligible to join?
