I really don't think it is a matter of age. It is a matter of necessity, responsibility, respect, and ability. My son is 12 and he has a prepaid cell phone. He does things to get minutes, which he usually just text with the phone. He is not allowed to take it to school and he has to do homework and chores before he can mess with the phone. I believe if the child is responsible enough to take care of the phone and do things to get minutes it is ok. If someone is responsible a cell phone is a very good thing to have.

as young as you want them to be protected, a cell phone can be tracked by police as long as the phone is powered on.
