I'm asking this for one of my friends-
  How do you resend the confirmation email?
I've gotten the offer bonus for him completing an offer, but not the bonus for him signing up  ???

If he received the e-mail and deleted it, then he should open a Support Ticket and ask for a resend. If he says he didnt' receive it, he should check his spam, it might be sitting there.  :wave:
