Is a refund processor (HUD) a scam?

I started working for it 3 weeks ago and FINALLY got my first person to accept the refund (a $684 refund)!  I'll make 25% which is $174.  My question, is this a scam?  I know I've read the HUD site and people can just go to the site and get the refunds via HUD for no charge..but..I can make some more online money so at the moment I'll work for this service and put the check I receive from this person (again, the 25% fee for doing her service) into my savings account.
