Referal banners

I own a web page and I want to put a banner for FusionCash on it. However alot of Europeaons visit my site. If someone from Europe tries to sign up will it tell them they can't  join automaticly or will it as a fradualnt referal ?

(this is the answer i got from support. it did not answer the question. - If you have multiple fraudulent referrals it could reflect back on your account.)
