You can probably find all this information on pay pals site  I don't believe theres a limit on how long you can leave your money in Pay Pal lots of people leave money in there for making online transactions but I am not a PayPal expert lol so you might want to check their site to be sure.

There shouldn't be any fees to hold your money in your PayPal account.  The debit card has some fees (for example, a charge of $1 or something for taking cash out of an ATM), but no monthly fees that I'm aware of.

I actually get cash back for using the Paypal Debit Card.
Pretty sure that only applies when using it as a credit card (i.e. with your CC number online, or a transaction where you sign a receipt).  If you use it at an ATM you will incur a fee.  You can use it as a debit card (with a PIN) to pay for e.g. groceries and get cashback without paying any fees (at least that's how I remember it)

I have a paypal debit card and they don't charge me anything and if I don't want to sign into my paypal account I can just call the number on the paypal debit card and get my balance.

You can leave money in a paypal account forever. If need be, you can transfer it to a bank account, though you have to sign your bank account into paypal to be able to move money around like that.

Wow!  A Paypal debit card!  I never thought of getting one.  I'll have to look into getting one of those!

As for leaving my money in my Paypal account,  I've had times where I've transferred money from my Paypal account into
my bank account right after money has been deposited into my Paypal account!
