Probably not. If you are having problems with offer crediting, it usually is related to your browser, or the security settings on your computer. Windows Vista might have come with stricter security settings, but the platform itself shouldn't interfere with offer crediting.

A laptop or a desktop does not matter and will not affect the crediting.

I have a sony vaio with Vista on it, and it hasn't held me back from offers crediting.  You do need to make sure however that you don't have your Windows Firewall on AND another firewall on like "norton".  I had them both on and didn't know it and things were moving at a snails pace when I was on the net.
