Please i need some help --about other countries.

Hi im from usa and i see tht this site is wonderful but my question is i have some friends from latin america, spain and india .. so if i refer people that is not form usa can they use this site??
example can they complete offers and cashout??

As stated in the Terms of Service, and I quote:

iii.Users must reside in the United States of America. Only users residing in one of the 50 states are eligible; additionally, territories and APOs/FPOs are not eligible.
