You just click on someone's forum and go to reply.  It's in green towards the right.

Are you referring to completing offers and surveys to make money or the forum participation bonus?  If you were refering to surveys and offers go to the offers section the free no CC offfers is a good place to start and start completing each offer or survey.  You can also do the offers in the daily section once a day to make additional cash.
