I think it would be a good idea to change your W-4 so that you will have taxes deducted, because you are likely paying a penalty for not having paid enough taxes into the system before you file the way it is now.

Yes, you should especially if he is paying you via a check.  He may not be taking out taxes, but IRS will get their taxes from you if he is reporting to IRS.

should i change my w2 if my boss has no taxes coming out at all

You can't change the W2.  That is what your employer sends you at the end of the year.   If your boss is not taking taxes out of your check then you likely will get a 1099 and you will owe the taxes for the entire year and have to pay them.  If your boss does not turn in taxes and you worked and you don't turn in paying taxes you are going to be in a world of hurt.

I had applied for a job a few years ago and the smart@@@ that interviewed me said he didn't take taxes out of the checks and "it is up to YOU to pay the taxes YOU owe".  Needless to say I did not accept a job. haha  If the same thing happened today I would likely turn him in because that is illegal unless you are a contract labor position.

Then you would be an independent contractor and self-employed, then YOU could tell HIM what YOU wanted to be paid and he could take it or leave it. That's the way it works when employers don't want to take taxes out. BTW, i think you could report him to the Labor Dept. Not sure on that. You'd have to look it up.

If you have no taxes taking out of your check you will owe the IRS later.

You would need to change your W-4 to make the "selections" you want as to what taxes to have withheld.
