I read when you reach 25.00 you can cash out. Does this have to be on a certain day or can you cash out at anytime that you teach that amount? Also, how fast does it show into your PayPal when you cash out?

You should wait until the end of the month because then you will get as much as possible. Also, it is recommended that you go to $30 to avoid being below the $25 in case some thing gets revoked.

Here's a break down of how you might get paid:
Month 1: $25 made by the 23rd. Payout requested. BUT you make $4 before the 31st.

Month 2: You get your payment on the 20th, you now have $28 and can cashout. You decide to wait till the 30th, making $3 more. So your total is $31. Request payout on the 30th.

Month 3: You find you only got $28.99 because something got revoked. No biggie. You didn't go under the $25.

I hope this makes some sense. It doesn't happen a lot, I have only had 3 get revoked on me, but I figured out why on 2 of them.

You can cash out as long as you reach at least $25, but all offers will expire the day you complete within the 6 month period, be sure the offers have to reach at least $15, no any limit on the bonuses. If you cash out before end of the month, you should expect payment around the 20th, it is quick by Paypal or direct deposit, little longer by mail.
