why do you have to build up to 25 to even get a cashout?

That's the amount determined by the site owner.  Each site has different minimum cashout amounts it just depends on the site.  If you own a site you can determine whatever cashout amount you want.  Maybe it's less work to set the minimum at that amount as opposed to a lower amount.

It's less work, sure, but it's also because we pay flat fees for each payment we send.  Checks in particular are pretty expensive.  It's one of the ways we keep costs down so we can offer better rewards, paid to click, forum posting bonus, referral program, etc.

A $25 minimum payment is about average and it does make sense that they need a minimum like that for the cost of sending out payments.  As far as waiting for payment; if you cashout the last day of the month, you will get your payment about 20 days later.  That's pretty good compared to some sites.  I love FusionCash and I've always been paid on time
