Maybe you should try casually bringing it up in conversation to your neighbor. Don't come off as nasty or insensitive, just try to play it off as best as you can. If that doesn't work, I would definitely report it to some sort of authority. I don't blame you, I would be just as disgusted and aggravated if it was me!

This situation kind of remind me of the situation I am dealing with. I live in an apartment complex also and my neighbor smokes in front of his place, but there are a whole bunch of cigarrete buds outside my apartment and I don't smoke. I don't know why people cant be responsible for their actions because I shouldn't have to clean it.

I would put something for her to put her butts in as well. And talk to her nicely about it. As a smoker myself walking to the road to smoke seems crazy. I wouldn't smoke in my own home, but I do go outside and put them out.

I am a smoker, but if the apartments and the building is non smoking i would follow the rules. We don't smoke in our house and we make sure all butts are contained and do not have  any on our lawn except for those who are walking by and some of our neighbors kinfolks. We are always picking some up. I think it is rude.  And we have told some who do  put them out and leave them to plese pick their butts up. Same thing with those who are walking their dogs and they go to take a dump in our yard.

You say there is no smoking inside or outside the apartment complex. Do you mean there is a non smoking policy? If so, I would contact the landlord of your apartment complex and inform them that your neighbor is not adhering to their policy. It is in his or her interest to deal with the situation seen as properties which smell of smoke are more difficult to let. If the message comes from the person who makes the rules, it is less likely to get personal between you and your neighbor.

there is a big no smoking sign out in front of our building. Smokers are suppose to smoke out back. The doors are locked for security at night. In recent months, a couple of smokers have taken liberties and smoke in the front. They pretend they don't see the sign. There are a few employees who smoke. One will take a "smoking walk" around the building. You might see some cigarette butts in an otherwise clean area.

  Here where I live, smokers used to be able to smoke in their apartments for a monthly fee until one resident was negligent with her cigarette and caused a fire that ruined 6 apartments.
