Probably because of task bots. Eventually some users will create bots that manually do offer and provide invaluable results. So the site will need some sort of verification to make sure that your not botting or something.

To make sure you are not a robot and that you only have one account.  So many people have been cheating the system, referring themselves to get paid for a ton of referrals, and any other thing they can to get a few more pennies, and setting up fake accounts.  So most all places any more are requiring you to verify your account and you can only use a cell phone number once.  Cuts down on the cheaters.
