 Warm jacket without hoodie, I have very long hair and tangled it up with hoodie hard to brush under my neck.

Besides the basics you already mentioned, I also would add a scarf, turtleneck, and mittens or gloves.

A hoodie is the best for me they might no look beautiful but they are so warm.
