one of my friends - figuring things out

I have a friend I see once in a while.
 Her mom lives in the same apartment building.
I have suggested we go to the park for lunch sometime; she never has time.
She said  "we'll have to go out to celebrate your birthday while I'm visiting." - no time.
I have finally realized not to expect too much from her.
