Membership levels have nothing to do with offers however, those will vary from region to region and in Canada.

I was just wondering because I had seen someone post up a link for an offer page on calling different places and asking about what they're selling and I didn't get that offer page on my account.

That's incorrect.  Canadian and U.S. members, as well as regional ones, can and do receive different offers.
