This question is a bit confusing, probably because it wasn't written too good.  But from what I understand, get $15 just in offers, surveys, and videos and the rest of the money doesn't really matter how you earn it.  the final $10 can be based mostly on referrals or more offers.  Depends on the user him/herself.

Humm, where does the $15.00 come from. I am currently doing the paid to click, videos and also this forum. What are you doing to make the $15.00 and how long does it take?

you need ATLEAST 25 to cashout, atleast 15 of it has to be from offers, the rest can be bonuses and referrals

The thing that I find to be the problem with referrals is that you cannot always depend on them. So for that reason alone, I still try to do as much on my own as I can and think of anything that I earn off of referrals as being a bonus that I am not counting on.
