I would say it's ok in the context of a relationship - like, if you or your significant other is away and still want to be together.  So I guess I'd say the same "rules" apply as any type of sex.

Well I must say I have done this because sex is not just body contact and alot of it is mentally. Stimulate my mind is what I enjoy and the rest is just a after thing we do to enjoy the feeling of being mentally turned on. To enjoy sexually turned on one does not only need to have that Intimate connection of touch but also talking to. The most part of sexual behavior is foreplay whether it be talking to you or touching you in places that please you. With that said most men dont know what it is to really please a woman until you let them know so therefore that is talking involved as well as men to women letting them know. I dont condone phone sex with a stranger unless that is the roleplay you and your companion are enjoying.
