why can't something be done !!!!

why can't something be done about all these pay to click sites that rip people off, yeah i got suckered at 1-dollar-mail.com even upgraded and paid the loser 50 bucks, although i do get good advertising hits off there, i have never recieved payment so these jerks open these sites and just get rich off selling advertising and not paying the people who make him money why can't something be done legally about this, does anyone know a attorney or anything, because i think there could be a good case if a lawyer wants to mass sue these people i am very frustrated and upset that so many people get screwed on this, there should be laws and such governing this, if not man we all should make sites like this it just isn't fair, just aint right.......
