I believe they are referring to doing the surveys and other opportunities that do not require a credit card or payment of any kind to participate. They do not pay as much and you may be limited to how many times you can participate, but it is a good place to start. Be sure to do the daily free ones that pay 15 cents and 2 cents. They add up quickly too.

Yes, the 17 cents a day adds up!!!  Plus, when I get close to a cashout, I post my referral link on facebook and rack up some bonuses to add to my check!
