ok i know there is a 25 min. cashout and and 15 of ot has to be offers but i dont understand thats what exactly are the offers to the others and will they let you have your money if you don't get the 15.00?

Anything in the offers section will count as an offer.  The Dailys are the easiest to complete and credit. 

Surveys (in the daily offers) qualify as an offer -- for you and for any referral you have who needs to complete an offer for you to get the referral bonus.  (Any dollars you receive from your referrals are bonuses, not offers)
The $.15 daily click is an offer for you, but will not qualify as an offer for your referral "offer" bonus.

Bonuses are not offers:  Forum bonus; special promotions/contests in the forum; referral bonuses.

These are usually labeled as bonuses in your Account, but if it's not clearly labebed, there is a total acccount value on the left side of the page that gives you a breakdown of the total between offers and bonuses.  You need to get the offers portion to $15 and the total to $25 before you can cashout.

If you are doing a lot of offers, please know that sometimes the credit will be reversed.  That is one of the reasons FC waits until the 20th of the month following the date of request.  If there is any possibility that an offer might be reversed try to have more than $25/$15 in your totals before you request cashout.

If you have less that $25 in total and/or less than $15 in offers at the time you request the cashout, I suspect that the system will not allow you to submit a cashout.  (You haven't met the basic requirements.)

If you do have $25 or more in total and less than $15 in offers, the system may let you submit a cashout, but ultimately your requested will be denied.  The moneys will be put back in your account and you can try to cash out next month.  Since it is easy enough for you to see whether you have more than $15 in offers (information is on the left portion of your account page, right under the total amount credited to your account.)

If you have $25 or more in total and more than $15 in offers, you can request a cashout.

If any of the credits on your offers are reversed, and your offers total drops below $15 before the cashout is approved, obviously the cashout will be denied and the amounts returned to your account including the reversals.  You can then bring your account balance back up (with new offers etc) and submit a cashout in the next month.
