That means you can NOT post messages on those, they are locked. I beleive they get locked by Administration.

Admins lock them for different reasons sometimes there are just to many of the same or it might have been a question that was answered :)

Because the topics are locked, no more posts are allowed in them because
1. People do have an ego, and sometimes it shows.
2. Flaming is a problem
3. If there are off-topic posts just randomly to get a bountiful $3
